Which heel is the most comfortable?

A wide base between 3.5 and 5.5 cm. Height matters less than the width of the base: a 5 cm stiletto tires you more than a 7 cm block.

Do they slip off when walking?

No. The elastic holds the heel, which is the difference from a conventional mule.
